Utah Trail Network Initial Programming
The state of Utah is excited to get moving on some trail projects! After meeting with communities across the state in fall of 2023, UDOT and its partners developed a list of 43 Tier One projects that meet the Utah Trail Network Guiding Principles, emphasize a transportation benefit, and are feasible for construction soon. These same projects were considered for initial Utah Trail Network funding and were evaluated using the TIF Active Prioritization Model (see below for the ranked list). All other projects we heard about at our fall workshops will be considered for future funding.
The Trails Division assessed the 43 ranked projects against available funding in the Utah Trail Network two year budget and developed a list of 21 projects initially recommended for programming.
Further refinement of the projects continued into spring of 2024 and
19 projects received Transportation Commission approval at the May, 2024 meeting.

Construction Ready (funded)
Planning & Environmental Evaluation (funded)
The unfunded Tier One, Tier Two and Tier Three projects will be considered for future funding.

Initial Programming Access to Opportunities Evaluation
Access to opportunities is a way to measure how well people can connect to fundamental needs and amenities within their community. These amenities include jobs, schools, grocery and other retail, parks, and healthcare centers. An assessment of access to opportunities was completed for the 19 initial programmed Utah Trail Network projects. Click the button below to see the outcomes of this evaluation.
Highlights
Within a 10 minute walk shed of all projects roughly 40 more community amenities are accessible than without the projects.
Within a 10 minute bike shed of all projects roughly 190 more community amenities are accessible than without the projects.
Initial Programming Ranked List
The UDOT TIF Active Prioritization Model was used to rank the 43 Tier One project list. This ranked list is a decision support tool when making project funding recommendations. Additional project context is also considered when making final recommendations.
