With its initial funding, the newly created UDOT Trails Division collaborated with local agencies to program 19 high-priority trail projects across the state in mid-2024. The Trails Division then developed a Master Plan that outlines how UDOT and its partners will deliver the Utah Trail Network program.
The Utah Trail Network Master Plan specifies the locations of future Utah Trail Network projects and identifies existing trails that should be incorporated into the network to best serve the transportation needs of travelers throughout Utah. The plan considers how trail design elements could reflect local context, and provides thoughtful recommendations for how “Trail Towns” can celebrate trails and use them to reflect a community’s sense of place. The plan also details strategies for sustained engagement with the communities that will support and benefit from these trail projects.
The Master Plan project team assembled a Technical Advisory Committee composed of UDOT personnel and local agency partners to advise the project team and provide valuable feedback throughout all stages of the process.
In the fall of 2025, the UDOT Trails Division completed the first component of the Master Plan, the Utah Trail Network Map!
This map outlines the existing and future trails that will become part of the Utah Trail Network because they operate as the system “backbone” - essentially, the interstates of the active transportation network of a region.
Utah Trail Network trails are classified into three project types:
Base Network trail projects form the foundation of the network. These are high-priority projects that have significant support from local stakeholders.
Gap Closure projects identify locations in the network that require further study in order to fill challenging gaps, such as crossing difficult geographic features or spanning areas with constrained right-of-way.
Vision Corridor projects represent longer-term goals for the Utah Trail Network to connect communities across greater distances.
The Trails Division intends to complete the Utah Trail Network Master Plan in the summer of 2026. When finished, the Master Plan will promote the successful delivery and activation of Utah Trail Network projects across the state.
